CA elects Members for 17th Congress

The 25-Member bicameral Commission on Appointments (CA), chaired by President of the Senate and ex officio Chairman of the Commission on Appointments Aquilino “Koko” L. Pimentel III (PDP-LABAN), formally constituted itself and convened yesterday in plenary session to officially swear into office its Members, who were elected from the Senate and House of Representatives, respectively, for the First Regular Session of the 17th Congress.
From the Senate, elected as CA Members on the part of the Majority were: Senators Alan Peter “Compañero” S. Cayetano (NP), Juan Miguel F. Zubiri (Independent), Franklin M. Drilon (LP), Francis “Kiko” N. Pangilinan (LP), Paolo Benigno “Bam” Aquino IV (LP), Gregorio B. Honasan II (UNA), Panfilo M. Lacson (Independent), Loren Legarda (NPC), Vicente C. Sotto III (NPC), Joseph Victor G. Ejercito (UNA) and Emmanuel “Manny” D. Pacquiao (UNA). Sen. Ralph G. Recto (LP) was elected on the part of the Minority.
CA confirms record high 196 AFP ranking officers,
28 DFA senior officials

The last session day before the 16th Congress adjourned sine die yielded the Commission on Appointments’ (CA) confirmation of a record high 196 ranking officers in the Armed Forces of the Philippines (AFP) and 28 senior officials from the Department of Foreign Affairs (DFA).
The Commission, yesterday, in its plenary session presided by President of the Senate/Chairman of the Commission Franklin M. Drilon, gave its consent to the ad interim appointments of AFP senior officers led by Lieutenant General Rey Leonardo B. Guerrero and Major Generals Carlito G. Galvez, Ferdinand F. Quidilla, Jose P. Tanjuan, Jr., Arnold A. Mancita and Manolito P. Orense, and Rear Admiral Raul R. Ubando. Rep. Roy M. Loyola, chair of the Commission’s defense committee, recommended their confirmation to the plenary with no objections raised.
CA confirms 28 AFP ranking officers, Minority Floor Leader Enrile blocks five envoys, COA and CSC Commissioners

The last session day before Congress adjourned for the long election campaign yielded the Commission on Appointments’ (CA) confirmation of 28 ranking officers in the Armed Forces of the Philippines (AFP).
The Commission, yesterday, in its plenary session presided by President of the Senate/Chairman of the Commission Franklin M. Drilon, gave its consent to the ad interim appointments of AFP senior officers led by Lieutenant Generals Romeo T. Tanalgo, Glorioso V. Miranda and Mayoralgo M. Dela Cruz.
The confirmation of the AFP ranking officers was not an easy journey, however, as they faced a thorough scrutiny during the deliberations at the Commission’s defense committee headed by Rep. Roy M. Loyola. Minority Floor Leader Juan Ponce Enrile grilled the three lieutenant generals on what they would have done if they were the ones in charge during the Mamasapano incident that resulted in the death of 44 special Action Force (SAF) commandos on January 25, 2015. Enrile, satisfied of the reply of the generals, did not object to the motion recommending the appointees for favorable plenary action.
COA and COMELEC commissioners hurdle CA

Amid the busy schedules of the two chambers of Congress convening in joint session as the National Board of Canvassers which counts the votes for president and vice president yesterday, the officers and members of the Commission on Appointments (CA) still managed to beat the odds of mustering a quorum and confirmed two key officials under the constitutional commissions and offices committee, headed by Sen. Teofisto “TG” Guingona III.
The ad interim appointments of Hon. Isabel B. Dasalla-Agito and Hon. Sheriff M. Abas as Commission on Audit (COA) and Commission on Elections (COMELEC) commissioners, respectively, were confirmed by the Commission yesterday during its plenary session presided by President of the Senate / Chairman of the Commission Franklin M. Drilon.
CSC Chair, JBC Member, 16 DFA senior officials, 77 military senior officers secure CA nod

Hon. Alicia Dela Rosa-Bala, chairperson of the Civil Service Commission (CSC), Hon. Maria Milagros N. Fernan-Cayosa, member, representing the Integrated Bar of the Philippines, Judicial and Bar Council (JBC), Supreme Court of the Philippines, 17 senior officials from the Department of Foreign Affairs (DFA) and 77 senior officers from the Armed Forces of the Philippines (AFP) got their early Christmas presents yesterday when their nominations and ad interim appointments were confirmed by the Commission on Appointments (CA), in its plenary session, presided by President of the Senate/Chairman of the Commission Franklin M. Drilon, before Congress’ adjourns for the Christmas break.
